Per server settings PHP is set to 8.1 in cPanel software?
I ran into similar issue with a static site and found that the recent server migration host made created issues that were resolved by omitting reference to 7.4 in .htaccess but on this instance there is no such reference I can find?
Since the issue killed the original site I am going to downgrade PHP to 7.4 just to see if I can access to copy content then start with another clean install

I can access by downgrade to 7.4 ( it was at 8 prior 0 ) but now run into problem in that cannot keep existing site running while I upgade to J5 as it won't install on 7.4
