You Joomla database should have a specific user other than root and that user should have a password. You can set that up with phpMyAdmin....
User: root
Pass: is left blank.
When first installed xammp warns about blank password and offers to set up a password. Sometimes a user will set one and forget they did it. Use a simple script to see if you can connect with default user/pass
On windows the database (for xampp and wamp) is created with the Joomla install to the name you put in the database field. With Ubuntu (or similar) OS you need to create the database first. If you use an 'illegal' database name that will cause an error.
With windows OS (going from memory) there was a conflict of the database port when skype is running.
